Satish Chandra Dubey was born on 2 May 1975 at Betia (Bettiah), the headquarters of West Champaran district. The district lies in the far north-west of Bihar, along the borders with Nepal and Uttar Pradesh. His official profiles record his education as Intermediate, from T.P. Verma College in Narkatiaganj, and his profession as agriculturist. His permanent home is in the Narkatiaganj area of the district.

He entered elected office in February 2005 as the Bharatiya Janata Party member for Chanpatia. That Assembly produced no government, and he was re-elected when Bihar voted again in October–November 2005. In 2010, the first election held after the 2008 delimitation, he won the Narkatiaganj seat. His official biography records nine years in the Assembly across three terms.

In May 2014 he moved to national politics. He won the Valmiki Nagar Lok Sabha seat with a margin of 117,795 votes, according to the Election Commission. He sat on the Standing Committee on Labour and on the Consultative Committee for Power and New and Renewable Energy.

In October 2019 he was elected unopposed to the Rajya Sabha from Bihar, in the by-election that followed the death of Shri Ram Jethmalani. He was re-elected unopposed in June 2022 for a term that runs to July 2028. His Special Mentions in the Upper House raised railway connectivity through Narkatiaganj, floods in Bihar and human–tiger conflict near the Valmiki Tiger Reserve.

On 9 June 2024 he was sworn in as a Minister of State. He took charge in the Ministry of Coal and the Ministry of Mines on 11 June 2024, working alongside the Cabinet Minister, Shri G. Kishan Reddy.

Visit to South Eastern Coalfields Limited

"The coal sector plays a crucial role in building Aatmanirbhar Bharat. Under the leadership of Prime Minister Shri Narendra Modi, coal shortages have become a thing of the past. Using advanced technologies like Continuous Miner, our goal is to enhance underground coal production and achieve a target of 100 million tonnes from underground mines by 2030."

In Raipur he paid a courtesy visit to Chhattisgarh Chief Minister Shri Vishnu Deo Sai, and they discussed land acquisition and rehabilitation for coal projects. At SECL he laid a foundation stone at Dipka and virtually flagged off a low-height continuous miner at Chirimiri. At Churcha mine he inaugurated a main mechanical ventilator and bio-toilets for women.

India and Sri Lanka strengthen ties in critical minerals, exploration and mining
